Power System Stabilizer (PSS)

Conventional type units with an installed power of 75MW and above or units of conventional type power plants with a total installed power of 300 MW and above should have the feature of providing electrical damping in the automatic voltage regulator against low-frequency electromechanical oscillations between 0-5 Hz that may occur in the interconnected network system and ENTSO-E There must be a power system stabilizer that can dampen the low frequency interregional oscillations that occur with the system connection.  

Excitation system, technical specifications of the power system balancer, block diagram of the power system balancer and IEEE model of the unit, before the connection agreement is signed by the user, in conventional type units of 75 MW and above or in the units of conventional type power plants with a total installed power of 300 MW and above, Detailed information and technical specifications about automatic voltage regulator and their steady state and dynamic performances are specified in Annex-12. Power system balancer settings are made by the user in accordance with the adjustment procedure specified in Annex-12, when TEIAS deems it necessary. TEIAS can have an observer in these adjustment works if it wishes.

In accordance with its provisions, it is obligatory to have a Power System Stabilizer (PSS) in conventional type units with a unit power of 75MW and above, or in conventional type plants with a total installed power of 300 MW and above. PSS's should be operated in an active state by setted parameter settings to dampen power oscillations in line with the criteria specified in ANNEX-12 of the Electricity Network Regulation.
